PROBLEM TO BE SOLVED: To provide a method of forming water-repellent and oil-repellent film suited for such application that high water-repellency and oil-repellency is required as the method of forming a water-repellent and oil-repellent film for a synthetic resin member. SOLUTION: The method of forming water-repellent and oil-repellent film includes: a hydrophilicity-imparting process for making the surface of the synthetic resin member hydrophilic; a metal oxide layer forming process of causing the member to contact with a first solution which indispensably contains water, an alkoxy metal salt, a lower alcohol and a metal oxide fine particle and has a pH of 6 or less and, thereafter, causing the member to contact with a second solution which contains an alkali metal salt and has a pH of 11 to 13 to form a metal oxide layer on the surface of the member; and a water-repellent and oil-repellent layer forming process of, after the metal oxide layer forming process, causing the member to contact with a third solution which contains a fluorine-based coupling agent, water and lower alcohol and has a pH of 6 or less and, thereafter, causing the member to contact with a fourth solution which contains an alkali metal salt and has a pH of 11 to 13 to form a water-repellent and oil-repellent layer on the metal oxide layer.
