PURPOSE: A cluster type multi-stage rolling mill equipped with a roll offset tool is provided to minimize deformation of a rolled plate and easily control the thickness of the plate. CONSTITUTION: A cluster type multi-stage rolling mill(1) comprises a work roll(3), a back-up roll(5), and a roll offset tool(10). The work roll rolls a rolled material(2). The back-up roll supports the work roll. The roll offset tool horizontally shifts the back-up roll in order to horizontally transfer the work roll in the rolling direction of the rolled material, wherein the shifted back-up roll is the outermost back-up roll separated most from the work roll.
