<P>PROBLEM TO BE SOLVED: To obtain a transporting device and an image forming apparatus that can reduce biasing of a transporting member. <P>SOLUTION: A transporting section 20 has: a driving roll 14 and a following roll 16 which are provided rotatably; a transporting belt 18 which is stretched by the driving roll 14 and the following roll 16; and a plurality of ribs 22 provided along the inner circumferential surface on both end sections of the transporting belt 18 with gaps in between. Here, when the shortest length among the winding lengths of the transporting belt 18 around the driving roll 14 and the following roll 16 is W(min) and the longest length among the lengths of gaps in the circumferential direction of the plurality of ribs 22 is d(max), d(max)≤W(min) is satisfied, so that the ribs 22 are brought into contact with the driving roll 14 or the following roll 16 even when biasing occurs in the transporting belt 18.
