PROBLEM TO BE SOLVED: To provide a structural panel which is also equipped with toughness while having light weight, and which is excellent in sound-absorbing and sound-insulating properties. SOLUTION: The structural panel 1, which contains wet heat-adhesive fibers and in which a honeycomb structure 3 and a nonwoven fiber structure 2 having the fibers fixed by the fusion of the heat-adhesive fibers are superposed on each other, is adjusted. The nonwoven fiber structure 2 and the honeycomb structure 3 are formed like a plate; and the nonwoven fiber structure 2 can also be superposed on both the sides of the honeycomb structure. Additionally, the nonwoven fiber structure 2 and the honeycomb structure 3 are formed like the plate; the nonwoven fiber structure 2 can also be superposed on one side of the honeycomb structure 3; and a reflector can also be superposed on the other side of the honeycomb structure 3. In a sound-absorbing and sound-insulating structure in which the structural panel 1 is arranged in a portion for undergoing sound absorption or sound insulation, an air space can also be interposed between the structural panel 1 and the portion for undergoing the sound absorption or the sound insulation.
