<P>PROBLEM TO BE SOLVED: To provide a slope descending state determining device capable of correctly determining whether or not a reach type forklift is in a slope descending state, even in turning. Ž<P>SOLUTION: This slope descending state determining device 10a includes a storage part 14 for storing the relationship between a driving wheel speed V<SB>D</SB>and a vehicle body center speed V<SB>C</SB>calculated based on the positional relationship between the vehicle body center, a front wheel and a driving wheel 5 with every driving wheel angle θ, a speed detecting part 11 for detecting the driving wheel speed V<SB>D</SB>, an acceleration calculating part 12 for calculating driving wheel acceleration ΔV<SB>D</SB>based on the driving wheel speed V<SB>D</SB>, a converting part 13 for outputting the driving wheel acceleration ΔV<SB>D</SB>by being converted into vehicle body center acceleration ΔV<SB>C</SB>based on the relationship stored in the storage part 14, and a determining part 15 for controlling a vehicle for braking by determining that the vehicle is in a slope descending state when the output of the converting part 13 is of a predetermined threshold value or more and accelerator operation is not performed.
