<P>PROBLEM TO BE SOLVED: To obtain a quantum cryptography receiving system that improves safety of quantum cryptography. Ž<P>SOLUTION: The quantum cryptography receiving system includes: a photon detector 10 for detecting a bit value from an incident photon; a random number generator 30 for generating a predetermined random number; a rotator 20 that randomly rotates the whole photon detector 10 in 45 degrees around an axis along the incident direction of the photon and randomly rotates the photon detector 10 in 180 degrees around an axis perpendicular to the incident direction of the photon, based on the predetermined random number; and a bit inverter 40 for inverting the bit value output from the photon detector 10 when the predetermined random number is a predetermined value.
