<P>PROBLEM TO BE SOLVED: To secure the sufficient strength of a building by enabling easy and quick fixing of a sleeve and reinforcing bars provided in the vicinity of both ends of the sleeve and properly adjusting their positional state. Ž<P>SOLUTION: The reinforcing bar 10 comprises a ring-shaped reinforcing frame 1 provided so as to keep a proper distance from the outer periphery of the sleeve S, a plurality of support arms 2, 2 provided in the ring-shaped reinforcing frame 1 to support the sleeve S, and a sleeve fixing means 7 for fixing the sleeve S to a plurality of the support arms 2, 2. The sleeve fixing means 7 comprises hooks 4, 4 provided in a plurality of the support arms 2, 2 respectively, and a binding band 6 hooked and fixed by the hooks 4, 4 and wound around the sleeve S.
