PROBLEM TO BE SOLVED: To provide a printed matter or the like capable of drawing a desired pattern by providing a resin layer capable of preventing penetration of printing ink to a base material to control the infiltration degree of the printing ink by the presence or absence of the resin layer. SOLUTION: The pattern such as characters, figures, codes, numbers and pictures is drawn by an ultraviolet curing resin or an electron beam curing resin by sequentially providing a layer comprising the ultraviolet curing resin or the electron beam curing resin and a layer comprising a printing ink on the base material.
