PROBLEM TO BE SOLVED: To provide a location registration apparatus, mobile communication system and mobile terminal calling method, in which a burden on a location registration server, to which Paging signals are transmitted, or a BTS can be reduced by decreasing the number of Paging signals to be transmitted from the BTS in the case where calling of any optional user mobile terminal is requested in the mobile communication system. SOLUTION: In the case where a calling request signal is input for calling a user mobile terminal for which the use of a compact BTS is permitted beforehand, a location registration server 1 detects whether identifier information of the compact BTS associated with the user mobile terminal is stored in a compact BTS accommodation information memory 124 and in the case where presence inside a compact cell of the compact BTS is determined in the stored information in the compact BTS accommodation memory 124, a Paging signal is transmitted only to the corresponding compact BTS.
