PURPOSE: An apparatus and a method for controlling a transmission rate in a broadband wireless communication system are provided to adjust a channel state value to be proper to an actual environment by adjusting a channel state value in consideration of a feedback signal as well as the frequency of the feedback signal. CONSTITUTION: A feedback receiver(316) receives from a receiver the information which indicates whether or not packets are received. A channel information receiver(318) receives the channel state value measured by the receiver. A controller(300) uses the feedback information to judge whether or not the same feedback information is received over the set frequency continuously. If so, the control unit adjusts a target error rate.
