<P>PROBLEM TO BE SOLVED: To provide a starter of an internal combustion engine capable of shortening the re-start time of the internal combustion engine. Ž<P>SOLUTION: This starter of an internal combustion engine includes a crank angle sensor 32 for detecting the rotational speed of the internal combustion engine 1 and a control unit 60 for controlling the fuel supply and air supply into a combustion chamber 12 by an integrated injector 20. When the supply amount of fuel by the integrated injector 20 is zero and the rotational speed detected by the crank angle sensor 32 is zero (step S10), the control unit 60 controls the integrated injector 20 in such a manner as to supply air into a cylinder 10 under an expansion stroke (step S11).
