PROBLEM TO BE SOLVED: To provide a handling device capable of stably and at a high speed transferring an electronic component, and an electronic component inspection system. SOLUTION: When an elevating device 23 moves a sucking part 215 for sucking the electronic component from a conveying position to a transferring position, the elevating device 23 decelerates a pushing part 235 at a switching position between the conveying position and the transferring position. Right before transferring the electronic component, the electronic component is moved at a speed lower than that at the switching position to reduce the shock at the transferring position, and therefore the electronic component can be prevented from being broken. Furthermore, the time required for moving the electronic component can be set to a predetermined value, and the time required for moving the electronic component can be reduced by moving the electronic component at the high speed before the switching position.
