The device has a body (101) twisted firmly with a fixed element (100), and another body (201) twisted firmly with another fixed element (200). An actuator (300) provides rotary motion of the latter body (201). Delimiting chambers communicate with the actuator. Inlet valve bodies are fixed with the fixed elements. The former fixed element (100) includes outlet valve bodies forming an exhaust port for each delimiting chamber.
