PROBLEM TO BE SOLVED: To provide a device and method for predicting a travel pattern with high accuracy even by short-period learning. SOLUTION: A similarity calculation part 31 calculates a similarity K between its own vehicle travel patterns obtained at different times by a GPS 22 and sensors 24, and an action determination part 34 predicts the own vehicle travel pattern based on the similarity K calculated by the similarity calculation part 31, so that, for example, accumulation of travel pattern data on the same day of the week and the like is not necessarily required, but the travel pattern can be predicted from the similarity K between the own vehicle travel patterns obtained on different days and the like.
