PROBLEM TO BE SOLVED: To provide an image forming apparatus, having a cleaning device having a cleaning means provided with a recovery surface movement body carrying toner recovered from the surface of an image carrier on a surface and performing surface movement, and a friction-recovering member which is brought into contact with the surface of the recovery surface movement body and performs friction-sliding so as to remove the toner on the recovery surface movement body, whereby prolonging the service life of the cleaning device. SOLUTION: A printer 100 as the image forming apparatus is equipped with a belt-cleaning device 50, provided with a recovery roller 75 as the recovery surface movement body recovering toner from the surface of a transfer belt 20 as the image carrier via a cleaning brush 73 and a recovery blade 65 as a friction recovery member, and further, the printer further includes a control part 200 as a control means; and during non-image formation, the cleaning brush 73 performs control of supplying toner with respect to the abutting position of the cleaning brush 73 recovering the toner remaining on the transfer belt 20.
