<P>PROBLEM TO BE SOLVED: To provide an electric-field communication system detecting that a person without carrying an electric-field communication terminal stands in front of a security door. Ž<P>SOLUTION: In this electric-field communication system, the electrode device 1 including a floor mat-type electrode 11 for electric-field communication having a signal electrode 14 and a ground electrode 15 and a load sensor 12 installed on the lower side of the floor mat-type electrode for detecting a load applied to the floor mat-type electrode from the upper side is installed on a predetermined floor surface; a transmission/reception circuit 2 for transmitting/receiving an electric-field signal is connected to the signal electrode and the ground electrode; a load detection circuit 4 for determining presence of load application is connected to the load sensor 12; and a circuit 5 for determining a person carrying a terminal/a person without carrying a terminal which determines the person without carrying a terminal to be present when the transmission/reception circuit 2 does not receive ID information and the load detection circuit detects the load application is provided.
