PURPOSE: By guaranteeing the QOS in the picture communications using RTP the terminal, and the providing method and recording medium can offer the picture communication. CONSTITUTION: It analyzes the RTP packet received from the first terminal and the media packet administration unit(120) decides whether the video packet or not whether the re-transmission request packet or not. In case the RTP packet is the video packet, it decides the transmission error whether or not and the media packet administration unit requests retransmission to the first terminal. In case the RTP packet is the re-transmission request packet, the media packet administration unit transmits the intra frame packet corresponding to the re-transmission request packet with the first terminal.
