<P>PROBLEM TO BE SOLVED: To provide: an LED lamp emitting light gentle to eyes forward, sideways and even downward by using a conventional light-emitting diode element; a light emitter emitting light gentle to eyes in all directions by using a filament and a light emitter by discharge as bases; and a light emitter emitting bright light not only forward but also sideways by using as a base a light propagator that propagates light. <P>SOLUTION: Beads 5 formed of a spherical or polygonal translucent material are formed on a surface of a package 2 for sealing the light-emitting diode element 1. Spherical or semi-spherical protrusions, or polygonal protrusions, or spherical recesses, or polygonal recesses may be formed on or in the surface of the package. A translucent material cover case of an optional form is detachably attached to or fixed to the package.
