<P>PROBLEM TO BE SOLVED: To provide a light-emitting device capable of preventing lowering of radiant energies from each light-emitting element, even when the light-emitting device includes a plurality of kinds of light-emitting elements. <P>SOLUTION: The light-emitting device 20A includes a substrate 1 and a plurality of first light-emitting elements 5, and a plurality of second light-emitting elements 6 arranged on one surface of the substrate 1 and, further, includes a cover layer 3 covering all the first light-emitting elements 5 and a first resin layer 7 covering the cover layer 3, the first light-emitting elements 5 and the second light-emitting elements 6.
