PROBLEM TO BE SOLVED: To perform optimum cleaning in accordance with circumstances such as a remaining life of a developing device and an operating environment such as a temperature or humidity. SOLUTION: The image forming apparatus includes: a life calculation part which calculates information on the life of the developing device on the basis of information on a drive time of the developing device; a measurement part which measures information on at least one of the temperature and humidity as the operating environment information of the image forming apparatus; and a decision part which decides timing to make a cleaning mechanism for removing a toner act on the basis of the information on the life calculated by the life calculation part and the operating environment information.
