PROBLEM TO BE SOLVED: To store a frame in a frame buffer, even if the frame is received in a situation where the supply of power to the frame buffer is stopped. SOLUTION: When a down frame is received by a down-frame detecting part 13, the supply of power is started by providing a power control part 19 for starting the supply of power to a down buffer control part 27 and a down frame buffer 28; and the down buffer control part 27 reads the down frame from a small-capacity buffer 14, when the down frame buffer 28 is brought into a usable state, and stores the down frame in the down frame buffer 28.
