<P>PROBLEM TO BE SOLVED: To provide a flame retardant for a thermoplastic resin retaining viscosity which is one of physical properties of a thermoplastic resin even when ammonium dihydrogen phosphate is used as a non-halogen-based flame retardant, easily made into a fiber, simultaneously giving flame-retardant effect; and to provide a flame retardant resin composition with the flame retardant added thereto. Ž<P>SOLUTION: The flame retardant for a thermoplastic resin includes ammonium dihydrogen phosphate, potassium hydroxide, glycerin and urea, wherein 100 pts.wt. of ammonium dihydrogen phosphate is compounded with 10-70 pts.wt. of potassium hydroxide, 0.1-4.0 pts.wt. of glycerin, and 1-9 pts.wt. of urea. A kneaded and molded flame-retardant resin composition is obtained by adding the flame retardant for a thermoplastic resin to a polyethylene terephthalate thermoplastic resin to an amount of 4-16 wt.% based on the total amount.
