PROBLEM TO BE SOLVED: To provide a discharge device which can discharge water or the like which has entered a foundation to the outside. SOLUTION: The outlet valve apparatus 1 is buried into a continuous footing 10 near the Earth's surface G of the continuous footing 10 of a building, and arranged by penetrating both the inside and outside of the continuous footing 10. A discharge channel 8 is constituted in a hollow pipe of the outlet valve apparatus 1, and a lid body 7 is arranged in the hollow pipe so that the lid body 7 can be opened and closed. The lid body blocks the discharge channel 8 in a normal state, and opens the discharge channel 8 by rotating only when a force is exerted from the inlet port 3 formed at the inner side of the continuous footing 10 to the discharge port 4 side provided at the outer side of the continuous footing 10. The lid body does not rotate in the reverse case. By this, the movement of the water or the like from the inside of the discharge channel 8 to its outside is permitted, and the movement of the water or the like from the outside of the discharge channel 8 to its inside is prevented. Thus, the water or the like inside the continuous footing 10 can be discharged, and the water or the like outside the continuous footing 10 can be prevented from positively flowing into the continuous footing 10.
