PROBLEM TO BE SOLVED: To efficiently dispersively generate fine bubbles in an aqueous liquid flow using a low concentration chemical. SOLUTION: In a bubble generation method by introducing gas into the aqueous liquid flow, and dispersing the introduced gas into the aqueous liquid flow as fine bubbles, the chemical assisting the dispersion of the fine bubbles into the aqueous liquid flow is charged into the aqueous liquid flow before introducing the gas, and a chemical containing an organic compound with a water/octanol distribution coefficient LogP of at least 0-2.3 is charged into the aqueous liquid flow from a chemical charge part upstream of a gas generation part to generate bubbles by introducing gas into the aqueous liquid flow, before the chemical uniformly dissolves into the aqueous liquid flow.
