<P>PROBLEM TO BE SOLVED: To provide a stretching and moving system for a stretched body such as a net or a sheet using a winding winch, suitably opening and closing a large space part using the winding winch, easily paying out/winding up and moving a braid such as a wire rope and rich in safety. Ž<P>SOLUTION: A braid such as the wire rope is freely movably penetrated through a penetrating body linearly fitted through a reinforcing means from the upper end side of the stretched body such as a net or a sheet, the upper end side of which is fixed to a space part or a desired part along the lower end side. After a weight is fitted to the tip of the braid such as the wire rope at the lower end side of the stretched body such as a net or a sheet through a twisting prevention means, a winding drum of the winding winch is driven in rotation, thereby taking up and moving or paying out and moving the braid such as the wire rope to elevate and move the lower end side of the stretched body such as a net or a sheet along the space part, so that the space part is opened and closed.
