A system level management unit (24) generates a system process and makes a process request to a task allocation unit (26) of a user level management unit (25) (S20).  The task allocation unit (26) schedules the system process according to the user level scheduling procedure which has been introduced (S22).  The process unit (22d) for which the system process has been allocated transmits a report indicating that the system process can be received, to a main process unit (20) when an application task is interrupted at an appropriate timing or completed (S24).  If the report of S24 is received before the execution deadline, the system level management unit (24) makes the process unit (22d) start the system process (S28).
