PURPOSE: A method and an apparatus for adaptively encoding and decoding reserved pictures are provided to adaptively determine whether to insert a reserved picture according to an error rate of a transmission channel and a distortion degree of an image. CONSTITUTION: A cost function calculating unit(110) receives an input image and a transmission channel error rate. The cost function calculating unit calculates an insertion cost and a non insertion cost using a cost function. A cost comparing unit(120) compares the amount of the insertion cost with the amount of the non insertion cost. If the amount of the insertion cost is smaller than the amount of the non insertion cost, a reserved picture insertion unit(130) inserts a reserved picture to the image frame. An encoding unit(140) encodes the image frame into which the reserved picture is inserted.
