<P>PROBLEM TO BE SOLVED: To provide a rotating device that reduces energy consumption by effectively utilizing a permanent magnet. Ž<P>SOLUTION: The rotating device has an inner rotor 1 and an outer rotor 2, which rotate reversely to each other, with their centers O of rotation arranged on the same straight line, and a stator 3, which has a fixed magnetic pole, being arranged outside in the radial direction of the outer rotor 2. To the inner rotor 1 and the outer rotor 2, permanent magnets 12 and 22 are fixed to both ends in the radial direction of their rotating arms 11 and 21, respectively. The two magnets 12 and 12 of the inner rotor 1 are the same poles in its radial direction, while the two magnets 22A and 22B of the outer rotor are different poles in its radial direction. The circumferential length of the magnets fixed to the inner rotor and the outer rotor is set, corresponding to the rotational speed ratio N(=ω2/ω1) between the inner rotor and the outer rotor.
