<P>PROBLEM TO BE SOLVED: To solve such a problem that in relative movement position detection using a photoreflector (optical detector), the relative movement position detection is difficult if grease (lubricant) gathers on the light projecting/receiving face of the photoreflector. Ž<P>SOLUTION: An opening 2c is formed in the slide contact face 2f of a fixed frame 2, and the photoreflector (optical detector) 40 is disposed in the opening 2c opposite the slide contact face 3f of a rotating frame disposed in slide contact with the slide contact face 2f of the fixing frame 2. Stair-like stage part 42 are formed on the fixing frame 2, near the optical detector 40 and between the slide contact faces 2f and 3f, thereby forming an empty space S. Even if grease (lubricant) applied to the slide contact faces 2f and 3f are separated from the slide contact faces 2f and 3f, the separated grease g gathers on the stage part 42, is prevented from flowing into the opening 2c where the photoreflector 40 is located and is prevented from gathering on the light-receiving face of the photoreflector.
