<P>PROBLEM TO BE SOLVED: To provide a hydrogen producing device and a hydrogen producing method simplifying equipment and further enhancing energy availability. Ž<P>SOLUTION: A reformer 103 in a hydrogen producing unit 102 is equipped with a reaction pipe 111, a shell 112 including the reaction pipe 111, and a heat medium oil 113 reserved in a space inside the shell 112. The heat medium oil 113 can be heated by using heat energy of combustion exhaust gas from an iron-making plant or the like, by immersing a heat transfer unit 110 of a heat pipe 114 in the heat medium oil 113 and installing a heat receiving part 109 of the heat pipe 114 in a combustion exhaust gas flow passage of the iron making plant.
