<P>PROBLEM TO BE SOLVED: To make it hard to fraudulently make a jackpot even if fraudulence such as fraudulent feeding of an interruption signal or reset signal is performed. Ž<P>SOLUTION: In initialization processing, a CPU outputs a latch signal. The latch signal is applied from an output port to a latch circuit. When the latch signal is input, the latch circuit inputs a count value of a counter and latches the value. The CPU inputs data via an input port as the initial value of a random number for determination latched in the latch circuit. Then, the input value is set in a random 1 generating counter for generating a jackpot determining random number. The data latched in the latch circuit are inconstant values of clock signals, counted by the counter, from a second oscillation circuit which outputs clock signals not to synchronize with clock signals from a first oscillation circuit which determines the operating frequency of the CPU.
