PROBLEM TO BE SOLVED: To provide a technique for grasping detailed flow rate variation by reducing a sampling frequency (measurement interval) while suppressing electric power consumption of a circuit when identifying an appliance using a fluid and the state thereof from variation of the flow rate value. SOLUTION: The flow rate measuring device includes a transmission circuit part 5 driving ultrasonic transmission and reception parts 1, 2, a reception circuit part 6 receiving signals from the ultrasonic transmission and reception parts 1, 2, an arithmetic part 8 calculating the flow rate, and a digital signal circuit part 7 generating information on the time required in the transmission of the ultrasonic wave and transmitting it collectively to the arithmetic part at an interval equal to or more than a measurement sampling interval.
