The present invention relates to a transparent conductive film, and to a transparent electrode comprising same. More particularly, the present invention relates to a zinc oxide-based transparent conductive film having a textured surface, wherein the texturing has a projection with a ridge formed into an arc in the protruding direction of the projection, or the angle formed by two ridges extending from the center of an apex is an obtuse angle of 90 degrees or higher in cases where the end of the projection has such an apex. The transparent conductive film of the present invention is formed simply by a sputtering process without a wet-etching process.
