Provided is a device which includes a prediction image forming unit for forming a prediction image in accordance with a plurality of prediction modes indicating a prediction image forming method, a prediction mode decision unit for deciding a predetermined prediction mode by evaluating the prediction efficiency of the prediction image outputted from the prediction image forming unit, and an encoding unit for encoding the output of the prediction mode decision unit into a variable length. On the basis of a predetermined control signal, the prediction mode decision unit decides whether a common prediction mode or individual prediction modes are used for individual color components composing the input image signal, thereby to multiplex the information of the control signal into a bit stream. The common prediction mode is multiplexed into the bit stream, in case the common prediction mode is used, and the prediction mode information for each color component is multiplexed into the bit stream in case the common prediction mode is not used.
