<P>PROBLEM TO BE SOLVED: To provide a shock-absorbing material for containing and packing an annular fluorescent lamp, and a containing and packing device thereof having excellent packing and unpacking workability at low cost. Ž<P>SOLUTION: In the shock-absorbing material 1 for containing and packing the annular fluorescent lamp, a holding part 10a and side plate parts 10b continuously provided on both sides thereof are formed in a substantially U-shape. A plurality of holding grooves 11 are juxtaposed in the holding part 10a. Each holding groove 11 is constituted of holding holes 11a and 11b for respectively holding a fluorescent lamp 2a of the large diameter and a fluorescent lamp 2b of the small diameter, and an insertion groove 11c for inserting a fluorescent lamp set 2 therein.
