<P>PROBLEM TO BE SOLVED: To improve operability in a printing plate interchanging operation by efficiently performing a restoration operation when an abnormal state occurs in a printing plate interchange controlling apparatus. Ž<P>SOLUTION: The printing plate interchange controlling apparatus includes: a printing plate interchanging apparatus 35 which can interchange printing plates under a condition that, in a printing machine 1, plate cylinders 32a, 32b, 32c, and 32d of respective printing units 3a, 3b, 3c, and 3d are set at the same phase, holds an old printing plate 36a and a new printing plate 36b, and inclines to make the front end close to the plate cylinder 32; an abnormality determining part 12a for determining whether the abnormal state occurs when the printing plate is interchanged in the printing machine 1 by the printing plate interchanging apparatus 35; and a plate cylinder controlling part 12c and a printing plate interchanging controlling part 12d which execute restoration processing of printing units 3a, 3b, 3c, and 3d in which abnormal states have occurred during interchanging the printing plate 36, and after the restoration processing is completed, continue printing plate interchanging operations in the printing units 3a, 3b, 3c, and 3d in which no abnormal state has not occurred.
