<P>PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion which is excellent in safety and can be polymerized into a foam sheet, and to provide a foam sheet using the same. Ž<P>SOLUTION: This water-in-oil type emulsion comprises the following components (a), (b) and (c). (a) A continuous oil phase component comprising (i) a prepolymer syrup obtained by partially polymerizing a polymerizable composition comprising at least one ethylenic unsaturated monomer, (ii) at least one polymerization initiator, and (iii) at least one cross-linking agent; (b) at least one co-continuous or discontinuous phase component immiscible with the continuous phase component, and (c) at least one surfactant.
