Provided is a long-lasting makeup cosmetic which keeps makeup from fading. The cosmetic blends and comprises specific polyurethane particles in the cosmetic base. The specific polyurethane particle is made of the main body of a polyurethane particle and hydrophilic silica micropowders that coat the surface of the main body of the particle. The main body of the polyurethane particle is formed by three-dimensionally polymerizing with a tri- or higher multi-functional amine an isocyanate-ended urethane prepolymer obtained by reacting a polyisocyanate component with a polyol component containing a polytetramethylene glycol. The polyurethane particles are obtained by spray-drying a mixed aqueous dispersion liquid, which is made by dispersing in water hydrophilic silica micropowders and polyurethane spheres made by three-dimensional polymerization as described above, in a spray dryer.
