PROBLEM TO BE SOLVED: To keep the interval between a wind blocking member and a support, i.e. the interval between a decompression chamber and the support, approximately constant even when the dimension of the wind blocking member changes caused by temperature variation in order to prevent the occurrence of a film thickness non-uniformity failure. SOLUTION: The circumferential face of a casting drum rotates in the direction X. The decompression chamber 33 and a casting die 31 are arranged in turn near the circumferential face from the direction X. The casting die 31 discharges dope from an outlet port 31a. The discharged dope forms a bead 41 from the outlet port 31a on the circumferential face. The decompression chamber 33 has a rear plate 63 and a pair of side plates 64. The rear plate 63, on the upstream side of the direction X from the bead 41, is installed in the direction Y and arranged to approach the circumferential face. The side plates 64 are installed to close the space between the casting die 31 and the rear plate 63. A rear wind blocking unit 77 is installed to project from the rear plate 63 toward the circumferential face. The rear wind blocking unit 77 comprises seal plates 82 which are arranged to be isolated in the direction Y and a wind blocking sheet 83 which is installed to block the wind flowing through the intervals 84 of the seal plates 82.
