<P>PROBLEM TO BE SOLVED: To automatically update a criterion for deciding characteristics of an input image based on a state of the input image. Ž<P>SOLUTION: An image identification device 10 has: an image input part 100 for inputting the image; a business form characteristic extraction part 110 for extracting the characteristics of the input image; a registration business form characteristic database 120 for registering the characteristics of a plurality of images; a similar business form characteristic search part 130 searching for the characteristics of the plurality of images registered in the registration image characteristic database 120, and selecting a characteristic A of a first image and a characteristic B of a second image similar to the characteristics of the input image extracted by the business form characteristic extraction part 110; and a variation measurement part 140 for extracting a one-dimensional characteristic point present on a straight line passing the characteristic point A of the first image and the characteristic point B of the second image from a multidimensional characteristic included in the characteristics of the input image, and calculating a variation amount from the extracted one-dimensional characteristic point P of the input image and relative position relation between the characteristic point A of the first image and the characteristic point B of the second image.
