A method wherein water can be automatically and hermitically stored in a water storage tank without requiring the use of electric or other power and the stored water is supplied without any electric or other power to enable watering, the method being absolutely different from conventional methods for reducing CO2 emissions. The function of heat of vaporization, i.e., the phenomenon in which stored water removes heat when vaporized by solar heat, is utilized. The heat of the ground is thereby released to cosmic space by means of rainwater, which is a blessing of nature. Using this method, measures against global warming and shortages of water can be taken without electric or other power or tap water. This method, which is for taking those measures, utilizes buoyancy, i.e., the function of water by which an object floats on water when having a lower specific gravity than water. With the object rising in water, the inlet through which water flows into a water storage tank can be hermitically covered and closed. The function of surface tension of water (capillary phenomenon) is also utilized. Those functions of water are utilized in combination. The water stored in the water storage tank is thereby absorbed in a water-absorbing material, moved, and supplied to render watering possible.
