PROBLEM TO BE SOLVED: To provide a waveform measuring device obtaining stable frequency measurement results. SOLUTION: This waveform measuring device has a frequency calculating section for measuring a frequency of a measuring target signal on the basis of measurement waveform data. The frequency calculating section is constituted of: a pulse width measuring section for obtaining pulse width data in a predetermined interval on the basis of the measurement waveform data; a pulse width data aggregation processing section for performing aggregation of the pulse width data measured by the pulse width measuring section in accordance with a predetermined condition; a bit rate estimation value calculating section for calculating an estimated value of a bit rate on the basis of a difference in distance among aggregates processed by the pulse width data aggregation processing section; and a relational expression calculating section for calculating a relational expression of "pulse width to bit number" by using the estimated value of the bit rate calculated by the bit rate estimation value calculating section.
