PROBLEM TO BE SOLVED: To smoothly expansively open a non-leader cord part put in a free state in a reel without buckling, when gradually expansively opening the non-leader cord part from a diametrically contracted state, with a simple constitution, in a noncontact point type cord winding device. SOLUTION: While arranging a flat spiral spring 9 of forming an elastic linear spring material in a spiral shape between the non-leader cord part 5b wound on the other side of the reel 2, the inside end 9a is installed in and supported by a part of a case 1, and the outside end 9b is installed in an outer peripheral part 2b of the reel 2. Since the non-leader cord part 5b is energized to the outer peripheral side of the reel 2 when being gradually expansively opened from the diametrically contracted state, when the non-leader cord part 5b is gradually expansively opened from the diametrically contracted state, for example, when returning a pulled-out leader cord art 5a, the non-leader cord part 5b put in the free state in the case 1 can be smoothly expansively opened without buckling.
