PROBLEM TO BE SOLVED: To provide a handle device which can be used as both a handle device enabling a handle to be turned to first, second and third positions and regulating or allowing the turning of the handle to the third position, and a handle device enabling the handle to be turned to the first and second positions and regulating or allowing the turning of the handle to the second position. SOLUTION: The handle 3b is mounted on a base 3a in such a manner as to be turnable to the first, second and third positions; a stopper 50 is attached to a rotating shaft 33 rotating together with the handle 3b, in such a manner as to be reattachable in a first or second attitude; and a stopper retainer 60 is attached to the base 3a in such a manner as to be movable to first and second stop positions. When the stopper 50 is in the first attitude, the stopper retainer 60 can be shifted to the first and second stop positions so as to regulate and allow the turning of the handle 3b to the third position. When the stopper 50 is in the second attitude, the stopper retainer 60 can be shifted to the first and second stop positions so as to regulate and allow the turning of the handle 3b to the second position.
