PROBLEM TO BE SOLVED: To provide a developing device that suppresses image failure etc., which are caused by, for example, scattering developer, and also to provide an image forming apparatus including a developing device. SOLUTION: The developing device is provided with: a magnetic roller 130 on which developer 190 containing toner 192 is held by magnetic force and a developer layer 194 is formed; a layer thickness regulating member 140 which is disposed opposite the magnetic roller 130 and used to regulate the thickness of the developer layer 194 formed on the magnetic roller 130; a developing roller 150 which is disposed opposite the magnetic roller 130 and on which toner 192 is supplied from the developer layer 194 the thickness of which has been regulated by the layer thickness regulating member 140 and a toner layer 193 is formed; and a first magnetic field generating member 160 having a first magnetic pole part 161 disposed opposite the magnetic roller 130 between the position where the layer thickness regulating member 140 is opposite the developing roller 130, and the position where the developing roller 150 is opposite this roller 130 in a circumferential direction.
