<P>PROBLEM TO BE SOLVED: To provide a developing device, an image forming device, and a program capable of suppressing degradation of image quality resulting from error of the value according to the density for each pixel of a formed image. <P>SOLUTION: A number-of-pixels counting section 180 counts the value according to the density for each pixel related to image information having undergone gradation correction processing and screen processing.
