<P>PROBLEM TO BE SOLVED: To perform maintenance management of a base station apparatus, such as Femto AP, without using a maintenance terminal. <P>SOLUTION: A wireless side data identification part 9 determines whether received data from a preceding wireless side communication part are control data or user data, and when the received data are control data, communicates with a control data processing part 6 via a control data processing interface part 12. When the received data are user data, an operator's own protocol stack in the user data is scanned to monitor the request URL information of the user data. When the request URL information is Femto AP maintenance and management URL, the user data are transmitted to a maintenance control management interface part 10.
