PROBLEM TO BE SOLVED: To provide a method of manufacturing a filter in which breakage of the filter is suppressed by suppressing warping of the filter, and to provide a liquid jetting head and a liquid jetting apparatus. SOLUTION: The method of manufacturing the filter, by providing a plurality of through-holes on a metal plate 51 by punching, includes processes of: punching the through-holes on the metal plate 51 by penetrating punches through the metal plate 51 placed on a soft member and by pressing punching chips into the soft member; and rolling the metal plate 51 to make it warp to be convex in the punch side toward the penetration direction of the punch.
