PURPOSE: A mobile network operation method in a mobile communication system and a device thereof are provided to manage an operation mode of a mobile network considering the situation within a cell in a base station. CONSTITUTION: A control unit(1510) collects information within a cell. The control unit determines an operating mode of a mobile network existing within the cell. A communication module(1500) transmits the determined operation mode to the mobile network. The operation mode includes at least one between operation on mode and operation off mode. The mobile network in the operation on mode maintains links with terminals within own service area. The mobile network in the operation off mode turns off the links with the terminals within own service area.
