PURPOSE: A decoding device and a method of dispersion video coding image are provided to more elaborately presume motion vector between key picture. CONSTITUTION: A motion vector generating unit(350) determines the size of block for performing motion prediction using recovered key picture. The motion vector generating unit generates a motion vector. An auxiliary information generating unit(340) generates auxiliary information by using the restored key picture and the generated motion vector. A channel code decoding unit(310) presumes quantized value by using parity bit transmitted from a coding device and the auxiliary information. An image restoring unit(330) restores current picture which is an object for decoding by using the presumed quantized value and the auxiliary information.
